Some of the state’s largest prisons include the Richard A. Handlon Correctional Facility, which has a capacity of 2,600 inmates, and the Kinross Correctional Facility, which can house up to 1,300 inmates.

Michigan’s juvenile detention centers are designed to house juveniles who have been charged with delinquent offenses. The centers provide educational, vocational, and counseling services to help rehabilitate young offenders and prevent future criminal activity. The state’s juvenile detention centers include the Bay Pines Center and the Shawono Center.

Halfway houses in Michigan are residential facilities that provide a transitional living environment for individuals who are transitioning back into society after being released from prison. How does Michigan Offender Lookup work?

Michigan Offender Lookup, also known as the Offender Tracking Information System (OTIS), is an online database managed by the Michigan Department of Corrections (MDOC). It allows the public to search for information about offenders who are currently under the supervision of the MDOC, including those who are incarcerated, on parole, or on probation.

OTIS serves as a platform for providing public information that can be verified through various law enforcement agencies, such as the Michigan Department of Corrections (MDOC), Michigan Courts, and the Michigan State Police. This platform allows users to search for information related to any offender who is, or was, previously under the jurisdiction or supervision of the MDOC, including those who have been in a Michigan prison, on parole, or probation under the MDOC’s supervision. Additionally, it also provides information on those who have transferred to or from Michigan under the Michigan Interstate Compact or have escaped or absconded from their sentence.

It is essential to note that only information related to offenders who have been under the jurisdiction or supervision of the MDOC within the last three years is available on OTIS. After three years, the information is removed from the platform. While it provides information on felons and misdemeanants under the MDOC’s supervision, it doesn’t exclusively display information on convicted felons.

OTIS users can click on the Michigan Compiled Law number (MCL #) to access the Michigan Legislature Web site, where they can view the actual statute that the offender was convicted of violating. Since one statute may contain varying degrees of criminal behavior with multiple penalties that may fit the definition of both a felony and misdemeanor, users need to refer to Michigan Compiled Law 750.92 Attempt to Commit Crime for additional conviction and penalty information if the sentence information displays “Attempt” after the offense. This information may be found at the Michigan Legislature website.

The MDOC is required by the Michigan Legislature to keep offender information on OTIS for three years after discharge. Information is removed from the platform only if the conviction is set aside, expunged by the sentencing court or by operation of law, or three years have elapsed since the offender has been discharged. However, it’s important to note that some offenders may have been sentenced under Michigan statutes that preclude disclosure of their conviction information to the public. Thus, this information does not appear on the OTIS database.

The Department of Corrections and the State of Michigan provide this information as public record, but without any express or implied warranty as to its accuracy. The information displayed on the platform may not accurately reflect the most current location, status, projected release date, or other information regarding an offender. Therefore, it is recommended that users confirm the information with the MDOC, the Michigan State Police through the use of their Internet Criminal History Access Tool (ICHAT), or a review of the court file before taking any action.
